|1. In large saucepot cook beef and onions with chili powder and cumin until beef is browned. Drain fat.|
|2. Add soups, salsa and water. Heat through.
CCP: Heat until internal temperature is 165°F. or higher for 15 seconds.
CCP: Hold at 140°F. or higher.
Portion meat mixture, using 4-oz. ladle (1/2-cup) and place in center of each tortilla. Fold one side of tortilla to center. Fold in two sides to cover meat mixture, leaving one end open.
